I went to Valparaiso last weekend to celebrate my birthday with my cousins. Valparaiso is Chile's most important seaport and an increasingly important cultural center. It is also home of the National Congress, which no one seems to understand why it's so far from where the Chilean government is located in Santiago - 2 hours South East.
